Could experienced min/max outlanders critique my mod?

Hi, I know this isn't a mod forum, but this isn't exactly a mod thread - it's more of a balance one. This forum has more of the kind of discussion I need compared to the mod showcase or discussion forums. But, let me know if this needs to be moved.

Basically, I've created a mod that aims to make as many skills viable for a min/max player, increasing build variety. So far I've gotten part of the outlander done, but I really can't do this by myself.

Here is the changelog:

	Rapid Shot
		range increased to 10 by default.
	 Tier Bonuses
		1. nothing changed
		2. ignite for 4 seconds (vanilla tier 3)
		3. range increased to 14

	Rune Vault
		cast time down to 0.75 from 1.5

	Chaos Burst
		Missile speed increased by 30% by default

	 Tier Bonuses
		1. 1 additional missile per burst
		2. nothing changed
		3. 2 additional missiles per burst

	Cursed Daggers
		nothing changed (yet)

	Vortex Hex 
		nothing changed (need ideas)

	Shattering Glaive
		Inherent knockback removed
		Inherent 50% chance to shatter shields
		Explosion damage is now fire
		Increased explosion damage
      Reduced single target damage
	 Tier Bonuses
		1. knockback reintroduced (no fear)
		2. Nothing changed
		3. Nothing changed

	Venemous Hail
		nothing changed (yet)

	Long Range Mastery
		added reduced ranged weapon requirements

	Shotgunne Mastery
		*Planning to just replace the Blind with something
		Blind% down to 33% from 67%
		Stun duration down to 1.5 second from 2
		Stun% down to 30% from 40% at level 15


=LORE=
	Glaive Throw
		mana curve from NORMAL to NORMAL_X_TO_SPAM

	Tangling Shot
		poison DOT replaced with negative fire armor% (caps at 60)
		*cooldown introduced

	Glaive Sweep
		nothing changed (need ideas)

	Sandstorm
		increased projectile collision
		increased projectile speed
		decreased wander duration (goes straight for longer)
	 Tier Bonuses
	 	1. Range increased to 40
	 	2. Killed enemies emit clouds of plague flies
	 	3. Increased bounce count... lol lmk if this is useless

	Bramble Wall
		cast speed increased

	Burning Leap
		Now jumps to your cursor instead of a fixed distance
		Reduced mana curve to MANA_COST_NORMAL from MANA_COST_BIG

	Flaming Glaives
		glaives now spin in front of you instead of around you
		slightly increased projectile collision pre-level 5

	Dodge Mastery
		added %physical damage reduction for every nearby enemy within 3 meters
		(for meleelanders)

	Poison Burst
		rescaled proc% to be higher at low levels (starts at 34)

	Share the Wealth
		no changes

=SIGIL=
	Blade Pact
		percent armor reduction replaced with % increased damage

	Shadowshot
		increased homing (all projectiles will hit a solitary target)
		shards now pierce

	Bane Breath
		nothing changed (need ideas)

	Repulsion Hex
		nothing changed (yet)

	Stone Pact
		nothing changed (yet)

	Shadowmantle
		duration increased from 10 to 12
		cooldown down to 10 at all levels
		 Tier
		 1. duration additionally increased to 13
		 2. duration additionally increased to 14
		 3. duration additionally increased to 15

	Shadowling Brute
		*base duration increased to 15

	Master of the Elements
		no changes

	Shadowling Ammo
		no changes

	Death Ritual
		no changes



Which other skills could use buffs? Which buffs/changes are unncessary? Even better: if some of you could test my mod with lategame characters, that'd be great.

    Interesting - I've never heard anyone complain about those 3 skills. The ones that could use some work are Bane Breath and Vortex hex mostly - both of those are rather underwhelming and unlikely to be seen in any serious **** Elite build. Glaive Throw might need its mana cost at higher ranks toned down. At the moment it's just too expensive - it costs more than Shattering Glaive but is less effective most of the time.

    Hahaha. There's much more than that changed in this mod! You can scroll down to see the other changes.

    Vortex Hex - I know this needs to be buffed, but I'm really hard pressed to find an interesting use for it. Would it be a good skill if it just did what it was supposed to better?
    Bane Breath - I've never played with this before, so I didn't know what to do about it. I was thinking increasing the debuff duration and increasing the range? I was thinking about making it a viable melee-summon-lander skill.
