You cannot run underneath my bridges ...

-This is because currently, unless the Bridges were imported into the editor without a collision assigned in the tile-piece editor, the character will pop onto the bridge or do other strange things. It is hard to do overlapping sections in Torchlight, though not impossible. The Level Designers really had to think of clever ways to give the impression of height change, while also taking the camera view into account.

So basically the only reason why there isn't overlapping floors is due to the complexity of making the resources behave? Or is it just as difficult to make them work each time they are put into a level block?

Not matter the case, I assume people are probably going to release a mod with these in there in the future.

They probably went this route to exclude Z-axis calculations from abilities, monster pathing, and so on. Basically just makes development simpler/faster.

Essentially the world is flat as far as movement barriers and player/monster positions are concerned. I'm not sure what they did in the few sections that you actually appear to have two levels layered on top of one another, but i'm guessing thats what Yobaba was referring to by saying its "hard to do overlapping sections."
