Hello!

could anyone tell me how or what to do to make my own pet skin mods?

Otherwise would someone be kind enough to create a skin for the dog so it will have a Goat skin?

If you really wanted it to look like a goat, you'd have to make a new model, not just a new skin. Then you'd have to rig and animate it. Which is all perfectly doable, but it's a lot of work.

If you only changed the skin (the texture), you'd have a dog with distorted, vaguely goat-like features, which probably isn't what you want.
