Spacepirate's right, rarity is in relation to other items, rather than a static value. Chance to drop = (item's rarity) / (rarity of all other items in the pool)
Let's say you've got 4 items, all of which have a rarity of '1' then they've all got a 25% chance to drop.
If you then left Item A at '1' and set item's B, C and D to 2, 3 and 4 respectively. Item A's would drop to 10%, Item B would drop to 20%, Item C would raise to 30% and Item D would raise to 40%.
If you then changed Item A's rarity to 91, It would have a 91% chance to drop, while B, C and D would drop to 2%, 3%, and 4%.
But if you changed them to 9100, 200, 300 and 400 the drop rates would stay the same.
All of the belt's have a rarity of 100, but there's a version of each for all 3 classes. So if you want it to be as common as the other belt's, it's rarity should be '300'
