I did not say dual-wield was not used at all, but there wasn't any army using it (because of what you said, hard to learn with not that many benefits etc. also less equipment = cheaper army
As for dual-wielding ranged, Mythbusters did a great show about it, they tested various "movie" styles of shooting guns and conclusion was that DW sucks and you're better off with shooting one gun, u'll hit more
