1. Can I turn off blood or minimum it to don't be on walls,floor?
2. I'm from sweden and if I buy it for euro's it cost around 30 Sek more than buying it for dollars (it cost like 5 dollars more) why?
3. If I buy it from perfect world can I import to steam?

As far as #3 (recommended age) I believe that TL2 will receive a Teen rating here in the US and that is recommended for 13+

Different countries and different regions have different pricing because of a variety of factors such as taxes, with which Steam/Valve need to be in tune with and adjust their prices accordingly.

1. There is an option to turn off the blood effects similar to the original Torchlight if you played that.
