There's no game-implemented way of resetting stat points like there is skill points. This is the next best thing. If you want to make sure you don't end up with a stat value you shouldn't have, make a level 1 alt and look at his base stats, and de-equip your gear to make sure you don't go under.

reload your game once or twice to get the vendor to update.

contains the "Easy_respecs" file, no extension
Get an update for my chars indicating that the mods have changed but in spite of switching characters, having them go in and out of town for various times, etc I cannot get the pots to spawn. Is there anything else I can do with this as its very frustrating at the moment.

I have, numerous times. I get the same error message each time:
"Windows cannot open the folder. The compressed (zipped) Folder 'path' is invalid.
If I right click and chose "Extract All..." I get an error that says "The compressed (zipped) folder is empty."
The compressed file is 22KB, but I can't get it open.
I'm doing the exact same steps I did with RespecMod and all the WoW mods I run that are downloaded as .zips and I have no problem with them.

You're not decompressing the file. Every single file downloaded from runicgamesfansite or torchlightinsider (or any other mirror site) is a zip file. You need either WinRAR and or 7-Zip to decompress the file. When you decompress (aka extract) the file Easy_respecs (which really has a .zip extension. you have seeing extensions disabled) you get a FOLDER called "RespecMod". You put that folder in the path
"c:\documents and settings\<username>\application data\runic games\torchlight\mods\"

So what you're saying is, if you go -1 on any stat, all your gear gets de-equipped?
