I finally figured out how to get my NPC in town, but she doesn't do anything yet so I don't know if this will make your merchant work in addition to spawning him in town. I basically followed the steps used in the "How to create a new Dungeon" tutorial for placing the portal, but replaced the portal with a monster spawn.

The first step makes placing the NPC easier if you don't have the exact co-ordinates you want to use. I'm copy/pasting the info from the tutorial because it's easier and then just adding/changing the bits that make it apply to the NPCs.

1) Add a “layoutlink” (right click > building blocks > layout link). Then in the properties of the layoutlink navigate to the town.layout (layouts/town/1X1SINGLE_ROOM/town.layout) and hit ok. This will display the town in the editor for easy placement of the NPC. Once you've placed it, you can delete the link to keep your file size down.

2) Navigate the blue square in the middle of the editor to where you want to place the NPC.

3) Add a "monster" (right click > building blocks > monster). Then in the properties of the monster, locate the "monster" property (should be the 5th one down) and set it to your NPC. Make any other adjustments such as facing or location changes.

4) Delete the layoutlink.

5) Now go up to the save/save as, and navigate to the following folder: Media/Layouts/town/1X1SINGLE_ROOM , and in this folder create a new folder called “Merge”. Then save this file inside of that folder, I just used my NPC's name. Ok this should now show up ingame, fire up the game and give it a try.

Again, this worked to get the NPC in game, but since mine doesn't do anything yet I don't know if it will make them function the way you want them too. If you haven't tried by the time I get mine doing things, I'll re-post with the results.

I can't get anything to appear in town at all. I've produced really simple tests putting shrines/portals/waygates in to town, folllowing the above guidelines. Nothing appears at all. Help!!

Modifications to the actual town layout will not take in a loaded save, not even merges.
You will have to create a new character to see it.

Except it is.
I added a merchant to the town, he did not show up on my current save.
I created a new character, lo and behold, there he was.
I went back to the old character, once again, he was gone.

It might only be merges, not direct changes, but...

I settled for messing with existing 4 merchants.

I had no trouble adding treasure classes to their inventory, even making some specific items (Boots of Clumsy Speed: +30% faster movement, -15 STR, -15 DEX) always available.

(those who played Morrowind probably remember the Boots Of Blinding Speed, which actually blinded you while wearing them)

Except that somehow these both seem to be right. I created a new NPC in town (a clone of Alma). At first, before I got her quests to work, only new characters could see her. Then I "sort of" got her quests to work, and all my characters could see her. Then suddenly I managed to do something (I still don't know what) that corrupted all the characters that I put into town (including two of my best characters, ouch). So I really don't know what to think at this point.

Before testing in Torchlight, delete all files ending *.adm and *.cpm in your mod-subfolders. that should work :)

I do. I don't think that that's it. I'm not sure what is going on with town.

I figured out a way to do this so NPCs show up for both new and existing characters. I posted it here.
